Sierra Madre General Plan

California Government Code Section 65300 requires that each city and county within the state of California adopt a comprehensive, long-range plan to guide development. There are seven mandatory elements of a general plan – land use, housing, circulation, open space, conservation, noise, and safety. The law does not require that these elements be organized in a particular fashion, and it allows local jurisdictions to include additional elements to address local needs and objectives. In accordance with State Government Code Section 65302, this General Plan contains seven required elements organized in four chapters addressing City issues in a logical way.

Annual Progress Reports

Government Code Section 65400 requires the City to annually prepare a report regarding the status of the City’s General Plan and progress in its implementation (General Plan Progress Report) and provide the General Plan Progress Report to the Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD). General Plan Updates

Elements of Sierra Madre’s General Plan are updated from time to time to keep City policies aligned with new state laws, evolving community needs, and current conditions such as housing, safety, open space, and climate resilience. As part of the 6th cycle Housing Element update (2021–2029), the City also updated related portions of the Land Use Element and Land Use Map, Safety (Hazard Prevention) Element, and Circulation Element to ensure consistency with new housing requirements, climate adaptation and wildfire safety mandates, evacuation planning, and other state rules. These coordinated updates help ensure the General Plan remains an effective long-term blueprint that reflects community values and responsibly guides future growth, conservation, and public investment decisions.

Housing Element

The State's Housing Element Law mandates that all local governments adequately plan to meet the housing needs of everyone in the community by adopting housing plans as part of the General Plan and updating its Housing Element every eight years. On July 26, 2022, the City Council approved the 2021-2029 Housing Element update to the Sierra Madre General Plan, consistent with statutory requirements, and the Department of Housing and Community Development recognized that the City is in full compliance with California Housing Element Law, Article 10.6 of the Government Code. Safety Element

At the May 23, 2023 City Council meeting, the City Council approved General Plan Amendment 23-01, to update the Safety Element of the General Plan to include a link to the online location of the Local Hazard Mitigation Plan.

Open Space and Conservation Elements

Sierra Madre’s Open Space and Conservation Elements set policies to protect the community’s natural hillsides, canyons, wildlife habitat, recreational open spaces, and other environmental resources, while balancing public access, hazard protection, and long‑term stewardship of these lands. These elements are now being updated to comply with recent state laws that require cities to periodically revise their general plans to strengthen open-space protection, address climate resilience and wildfire risk, improve equitable access to parks and natural areas, and better coordinate conservation with land use, safety, and environmental justice policies.

Circulation Element

Sierra Madre’s Circulation Element establishes policies for how people move around the community, including by car, walking, bicycling, and transit, so that the transportation network supports neighborhood safety, accessibility, and quality of life. It is being updated to comply with recent state requirements that shift transportation analysis from “level of service” to “vehicle miles traveled,” integrate evacuation and emergency access planning, and better align circulation policies with housing, land use, safety, and environmental goals in the General Plan.
