Sustainable Housing and Grant Programs

The City of Sierra Madre offers programs funded through the Community Development Block Grant (CDBG) Program, which provides federal funding to help local governments support low- and moderate-income residents. The City partners with the Los Angeles County Development Authority (LACDA) to distribute CDBG funds, including through the Senior Minor Home Rehabilitation Program (MHRP), which provides grants to eligible seniors for minor home repairs and modifications—such as wheelchair ramps, handrails, grab bars, tub-to-shower conversions, roof and plumbing repairs, and window replacement—to promote safety, accessibility, and aging in place. The San Gabriel Valley Landlord Incentives Program (SGVLIP) is an innovative program managed by Union Station Homeless Services in partnership with the San Gabriel Valley Council of Governments. It connects rental property owners with financial incentives for leasing units to tenants receiving rental assistance to exit homelessness.

Los Angeles County Development Authority (LACDA) offers assistance for first-time homebuyers through their Home Ownership Program (HOP) and the Southern California Home Financing Authority (SCHFA) Mortgage Revenue Program. For more information, call 626-586-1838 or visit www.lacda.org.

CalHome provides grants to cities and nonprofit developers to support homeowners with homebuyer assistance, rehabilitation, and accessory dwelling unit projects (construction, repair, or reconstruction). The program also offers loans to developers for homeownership projects. More details are available at www.hcd.ca.gov/fa/calhome.

The California Home Energy Renovation Opportunity (HERO) Program offers low-interest financing for property owners to make energy and water efficiency upgrades, including electric vehicle charging infrastructure. Learn more at www.renovateamerica.com.

Energy Upgrade California (EUC) is a statewide program providing up to $4,000 in incentives for homeowners who complete select energy-saving improvements on single-family homes and two-to-four-unit buildings. Visit www.energyupgradeca.org.

Income-qualified Edison and SoCalGas customers may be eligible for the Energy Savings Assistance program and/or a 30% bill discount under the California Alternate Rates for Energy (CARE) program.
