Zoning and Specific Plans

The Land Use chapter of the Sierra Madre General Plan contains five components - one of which is the Land Use Designation. The predominant land use in the City is residential. Four percent of the land in the City is devoted to commercial uses. All of the commercial land is in the historic downtown area along Sierra Madre Blvd., Baldwin Ave., and on smaller adjacent  streets. There is also an established manufacturing area in the City along East Montecito Ave. 

At the beginning of the Development Process, a project is evaluated for Planning and Zoning compliance. If your proposed project is found to require a discretionary entitlement, (Conditional Use Permit, Variance, Hillside Development Permit, etc.) please come to our public counter between the hours of 7:30am-5:00pm, Monday through Thursday. Our Planning staff will assist you with the application process. Please note that not every project will require a discretionary entitlement. Specific Plans

Kensington Specific Plan

The Kensington is an Assisted Living Facility located near the center of Sierra Madre, situated at the northwest corner of Sierra Madre Boulevard and North Hermosa Avenue. Its Specific Plan was approved on July 24, 2012, followed by a vote held at a Special Municipal Election on November 16, 2012,  resulting in passage of Measure ALF (Assisted Living Facility), by a majority of the electorate, thereby amending Sierra Madre Municipal Code section 17.35.040 ("Core Density Limit") of the People's Empowerment Act and permitting the development of the Kensington Assisted Living Facility at two stories, thirty feet in height, and seventy-five assisted living suites.

Senior Housing Specific Plan

The Senior Housing Project is located near the center of Sierra Madre, situated between Baldwin and Hermosa Avenues, fronting Esperanza Avenue.

The British Home Specific Plan

The British Home is an Assisted Living Facility located in the southwest quadrant of Sierra Madre, situated between Michillinda and Sunnyside Avenues and fronting Ramona and Manzanita Avenues.

The Meadows at Bailey Canyon Specific Plan

The Meadows at Bailey Canyon refers to a development of 42 single-family homes located in the northwest quadrant of Sierra Madre, situated at the northern terminus of Sunnyside Avenue. The development and each of its homes are subject to specific standards outlined in its specific plan document.
