West Carter Pipeline Project

The West Carter Avenue Pipeline Project includes the installation of a new water main within West Carter Avenue. The work is part of the City's broader program to replace and improve aging water infrastructure.

The formal project name is the Carter Avenue Widening / West Carter Avenue Pipeline Project. The current construction and traffic-control area is located along West Carter Avenue between Grove Avenue and Lima Street.

August 26, 2026

Crews began water-main construction along West Carter Avenue during the week of August 24. Traffic control, barricades, and road-closure signs have been placed within the active construction area.

Work will continue to advance along the project corridor. Construction activities may include pavement removal, excavation, pipeline installation, water-system connections, backfilling, and roadway restoration. The timing and location of individual activities may change as field conditions and construction sequencing require.

Road Closure: West Carter Avenue is closed to through traffic between Grove Avenue and Lima Street during the current phase of construction.

Intersection Access: The Carter Avenue and Lima Street intersection and the Carter Avenue and Oak Crest Drive intersection remain open. The Grove Avenue and Carter Avenue intersection is closed.

Driveway Access: Vehicle access may be temporarily unavailable while crews are working directly in front of a property. Residents should move any vehicles they may need outside the active closure area before construction begins that day.

Construction Hours: City construction hours are Monday through Saturday from 7:00 a.m. to 5:00 p.m., and Sundays and holidays from 10:00 a.m. to 6:00 p.m. Work may not occur every day or continue for the full allowable period.

Access Assistance: Residents with mobility, medical, delivery, or other time-sensitive access needs should contact Public Works at (626) 355-7135 as early as possible so access can be coordinated with the contractor.
