Bailey Canyon Wilderness Park Restoration Project

The Bailey Canyon Wilderness Park project used RPOSD RESTORE grant funding for technical assessment, wildfire recovery, drainage and erosion control, vegetation management, restoration, and irrigation improvements. Field work is complete and grant closeout is in progress.

Grant and Assessment History

Following the January 2025 Eaton Fire, the City received a $200,000 RPOSD RESTORE grant for recovery work at Bailey Canyon and the Mount Wilson Trail. The grant initially assigned $100,000 to each location. After technical evaluation and public review, RPOSD approved a revised allocation of $175,000 for Bailey Canyon and $25,000 for Mount Wilson.

Tetra Tech BAS, Inc. performed shared planning and assessment work for both locations. The work included geotechnical, drainage, erosion, slope stability, structural, mapping, and project planning services. Because the consultant agreement covered both locations, the full Tetra Tech cost should not be assigned solely to Bailey Canyon.

Restoration and Drainage Work

The Los Angeles Conservation Corps performed targeted vegetation and weed abatement, constructed naturalized bioswales and drainage channels, trimmed trees, placed rock and boulders, and completed mobilization and site cleanup.

Removal of invasive vegetation within 15,392 square feet, plus 2,983 linear feet of removal documented during the first week.
Excavation, grading, and installation of approximately 2,072 square feet of bioswales.
Trimming and pruning of nine trees.
Rock placement, limited grading and stabilization, cleanup, and related restoration work.

Irrigation Improvements

Mariposa Landscapes installed irrigation improvements under a separate City agreement. The scope included a backflow preventer and pressure regulator, remote-control valves and controller improvements, quick couplers, hose bibs, elevated rotor heads, trenching, irrigation lines, and related installation work.

The revised Bailey Canyon allocation is $175,000. The Mount Wilson project retained $25,000 for its completed assessment work. These grant allocations are funding categories, not amounts to add to the vendor agreements below.

The two Bailey Canyon implementation agreements total $133,605.20 in authorized commitments. That subtotal is not the final Bailey Canyon project cost. The shared Tetra Tech amount is shown separately to avoid assigning Mount Wilson work to Bailey Canyon or counting grant funding twice. Final paid Bailey Canyon costs will be reported after reimbursement and administrative closeout are complete.
