CITY OF SIERRA MADRE THIRTY (30) DAY PUBLIC NOTICE CONSIDERATION OF RESOLUTION APPROVING AND AUTHORIZING THE CITY'S PARTICIPATION IN THE PERMANENT LOCAL HOUSING ALLOCATION PROGRAM

NOTICE IS HEREBY given that on October 14, 2025, the City Council of the City of Sierra Madre will conduct a public hearing to consider the adoption of Permanent Local Housing Allocation (PLHA) program funds. This Permanent Local Housing Allocation (PLHA) Program amendment is available for a 30-day public review and comment period from September 9, 2025 to October 9, 2025.  

Any interested persons wishing to submit written comments during the public review and comment period may email or mail them, postmarked no later than October 9, 2025 to the following:

The City Council meeting will take place in the City Council Chambers of the City Hall, located at 232 West Sierra Madre Boulevard, Sierra Madre, CA 91024.

The PLHA Program was established by the state to provide a source of funding for cities and counties to help meet the unmet need by increasing the supply of affordable housing, increasing assistance to affordable owner-occupied workforce housing, assisting persons experiencing or at risk of homelessness, facilitating housing affordability; and promoting projects and programs to meet the local government’s unmet share of regional housing needs allocation. The Year 5 PLHA program funds for the City of Sierra Madre are estimated to be $18,579. The City’s PLHA activities to be funded may include:

Senior Residential Rehabilitation Program Proposed $18,579

The proposed budget for the recommended activities will be considered at the meeting. The approved PLHA activities and accompanying budget will be submitted to the LACDA for inclusion in its application to California Department of Housing and Community Development (HCD). Persons attending the meeting will be furnished with the amount of Year 5 PLHA funds expected to be available to the City. Any interested persons wishing to provide input on the City’s proposed Year 5 PLHA programs may submit written comments to the Comments will be received through October 9, 2025.

The public is invited to review the City of Sierra Madre proposed revision to the Community Development Block Grant (CDBG) Consolidated Plan (Action Plan) which identifies projected use of funds for the Forty-Nineth Fiscal Year (FY) (July 1, 2023 – June 30, 2024) for submission to the Los Angeles County Development Authority and the U.S. Department of Housing and Urban Development.

This new housing program provides CDBG grants for minor home-rehabilitation projects for eligible low-and moderate-income seniors of Sierra Madre for integral home improvements including modifications that make mobility easier. The work includes but is not limited to: wheelchair ramps, handrails, grab bars, tub conversions to roll-in showers, roof repairs, plumbing repairs, and window replacement. This project is 100% CDBG funded and is offered annually to three eligible senior households. CDBG funds are used for personnel costs and non-personnel costs.

The City Council will consider authorizing the City Manager to establish the MHRP and to issue a request for proposals for administrative and reporting services for the City’s CDBG program.
