Senior Minor Home Rehabilitation Program

The Senior MHRP (Minor Home Repair Program) is designed to assist eligible senior homeowners with needed repairs that improve health, safety, and accessibility. The program guidelines outline eligibility requirements, income limits, and the types of improvements that may qualify for assistance.

Submitting a Pre-Qualification Form allows staff to determine your eligibility for assistance. While submission does not guarantee funding, it is the first step in the review process. Completed forms may be emailed to khuang@sierramadreca.gov or delivered in person to the Planning and Community Preservation Department at City Hall (open Monday–Thursday, 7:30 a.m.–5:30 p.m.). 30-Day Public Notice

City of Sierra Madre – Participation in the Permanent Local Housing Allocation (PLHA) Program

NOTICE IS HEREBY GIVEN that the City Council held a public hearing on October 14, 2025, to consider adoption of PLHA program funds. The proposed amendment was available for 30-day public review from September 9 to October 9, 2025.

PLHA 30-Day Public Notice

The PLHA Program provides funding to increase affordable housing, support workforce housing, assist those at risk of homelessness, and meet regional housing needs. The City’s Year 5 allocation is $18,579, proposed for the Senior Residential Rehabilitation Program.

Approved activities and budgets will be submitted to the LACDA for inclusion in its application to the California Department of Housing and Community Development (HCD). Residents who attended the meeting were informed of the available funds, and written comments were accepted through October 9, 2025.

Public Notice – CDBG Consolidated Plan (Action Plan)

The public is invited to review the City of Sierra Madre proposed revision to the Community Development Block Grant (CDBG) Consolidated Plan (Action Plan), which outlines projected use of funds for Fiscal Year 49 (July 1, 2023 – June 30, 2024). The Plan will be submitted to the Los Angeles County Development Authority (LACDA) and the U.S. Department of Housing and Urban Development (HUD).

Proposed CDBG Funding Allocation: $64,704
Program: Minor Home-Rehabilitation Program (MHRP) for eligible low- and moderate-income seniors.

This program provides funding for essential home improvements, including modifications that improve mobility, such as wheelchair ramps, handrails, grab bars, tub-to-shower conversions, roof and plumbing repairs, and window replacement. The project is 100% CDBG-funded and offered annually to three eligible senior households, covering both personnel and non-personnel costs.

City Council Meeting

The City Council will consider authorizing the City Manager to establish the MHRP and issue a Request for Proposals for administrative and reporting services for the City’s CDBG program. The meeting was held on January 9, 2024, at 5:30 PM in the City Council Chambers, 232 W. Sierra Madre Blvd., Sierra Madre, CA 91024.
